This bilingual book is several things at once. Urban Claims and the Right to the City focuses on two networks in these two cities. In Salvador, Lugar Comun is a research group aiming to expand social rights of marginalized groups. For example, an association it worked with negotiated with the government for 20 years to guarantee, within a regeneration area, permanent residences of low-income families, as well as community facilities. In London, Just Space brings together campaigners with an interest in influencing planning processes. For instance, its members have mapped community centres run by ethnic minorities, countering the financialization generating exclusion of low-income housing and community spaces. In these narratives, people speak simply and movingly about their work to achieve greater recognition and basic rights.

Message to Grassroots
The grant application process, which opened in April, brought in applications, from which 47 awardees were selected. These grants are the first step towards the City providing support for our communities in a more tangible way. During the selection process, preference was given to organizations that are striving to meet the educational or employment needs of young men between the ages of 18 to Also given preference were organizations willing to serve the most at-risk — young men living in the Philadelphia communities most affected by gun violence. The applicants were asked to provide a description of the program or activity to be funded, along with an explanation of how it will help prevent gun violence in the community, a budget that clearly shows how the funds will be used, and how the success of the project will be measured. I am confident that from this partnership, this alliance, progress will come. A second application period is expected this fall.

This article examines a subset of grassroots or voluntary associations that work primarily at the local level to promote strong grassroots participation in civil society. It explains that voluntary associations are often assumed to be synonymous with civil society and an engaged democratic citizenry and reviews the definition and scope of these associations and their relationships to other civil society groups. It introduces a category of associations called social change organizations and provides two examples showing how new alliances between different types of grassroots association are emerging to link local work with larger efforts to build civic voice. A grassroots movement is one that uses the people in a given district, region, or community as the basis for a political or economic movement. Grassroots movements are associated with bottom-up, rather than top-down decision making, and are sometimes considered more natural or spontaneous than more traditional power structures. Grassroots movements, using self-organization , encourage community members to contribute by taking responsibility and action for their community.
