This article comes about with the objective of analyzing in a comparative way the role and limits of representative democracy in the perspective of Joseph Schumpeter, Robert Dahl and Anthony Downs.

In practice, it seeks to understand the ideas launched by these three theorists in the quest for a perception of what will become a democracy and its importance in the formation and constitution of the modern democracies.

The central argument presented in this article is that in a truly democratic political system, popular participation is an essential element for the construction and execution of political actions. Schumpeter conceives democracy as a method that societies use to elect their representatives.

Dahl conceives it as a polyarchy where both, the degree of incorporation of individuals and the level of institutionalization must be maximized and, A. Downs conceives democracy as a type of government where there should be fair and periodic elections, and one or more parties must compete for government control.

Therefore, it is by analyzing the political thinking regarding the power and the representative democracy of these theorists that one perceives how the State left its natural character, thus assuming its civil personality, through the formation of the social contract. In Western European political science , the term polyarchy poly "many", arkhe "rule" [1] was used by Robert A. Dahl to describe a form of government in which power is invested in multiple people. It takes the form of neither a dictatorship nor a democracy. According to Dahl, the fundamental democratic principle is "the continuing responsiveness of the government to the preferences of its citizens, considered as political equals" with unimpaired opportunities. In semblance, the word "polycracy" describes the same form of government, [5] although from a slightly different premise: a polycracy is a state ruled by more than one person, as opposed to a monocracy. The word derives from Greek poly "many" and kratos "rule" or "strength". Dahl's original theory of polyarchal democracy is in his book A Preface to Democratic Theory.

Polyarchy , concept coined by the American political scientist Robert Dahl to denote the acquisition of democratic institutions within a political system that leads to the participation of a plurality of actors. Central to any definition of democracy is electoral representation by means of free elections and representative government. Polyarchy, as presented by Dahl, should be understood as a process by which a set of institutions that comes close to what one could call the ideal type of democracy is developed. Therefore, public power is essential, and authority is effectively controlled by societal organizations and civil associations e. Central to the adequate functioning of polyarchy is not only the existence and operation of institutions but also the existence of societal groups and adequate space for them to maneuver and organize.

Здесь, в командном центре, Джабба выше самого Господа Бога, а компьютерные проблемы не считаются со служебной иерархией. - Это не вирус? - с надеждой в голосе воскликнул Бринкерхофф.
