The book develops a conception of epistemology in which the notion of knowledge is explanatorily fundamental. It reverses the traditional programme of trying to analyse knowledge as a combination of truth, belief, and other factors, such as justification. Rather, belief is a state whose successful form is knowledge, and justification is on the basis of knowledge, which is acquainted with evidence. As with other mental states, one cannot always know whether one is in the state of knowing. This result has disturbing implications for the nature of rationality, because one is not always in a position to know what it is rational to do.

Epistemology has a long history within Western philosophy , beginning with the ancient Greeks and continuing to the present. Along with metaphysics , logic , and ethics , it is one of the four main branches of philosophy, and nearly every great philosopher has contributed to it. Why should there be a discipline such as epistemology? Aristotle — bce provided the answer when he said that philosophy begins in a kind of wonder or puzzlement. In authoritarian states, the discourse on freedom of speech, conducted by those opposed to non-democratic governments, focuses on the core aspects of this freedom: on a right to criticize the government, a right to advocate theories arid ideologies contrary to government-imposed orthodoxy, a right to demand institutional reforms, changes in politics, resignation of the incompetent and the corrupt from positions of authority. The claims for freedom of speech focus on those exercises of freedom that are most fundamental and most beneficial to citizens - and which are denied to them by the government.
